2012 was a historic year for extreme weather that included drought, wildfires, hurricanes and storms; however, tornado activity was below average. 2012 marked the warmest year on record for the contiguous United States with the year consisting of a record warm spring, second warmest summer, fourth warmest winter and a warmer-than-average autumn. The average temperature for 2012 was 55.3°F, 3.2°F above the 20th century average, and 1.0°F above 1998, the previous warmest year.
The average precipitation total for the contiguous U.S. for 2012 was 26.57 inches, 2.57 inches below average, making it the 15th driest year on record for the nation. At its peak in July, the drought of 2012 engulfed 61 percent of the nation with the Mountain West, Great Plains, and Midwest experiencing the most intense drought conditions. A storm system in the Pacific Northwest will migrate into the Intermountain West on Thursday, bringing a plethora of weather hazards. Widespread heavy snow is expected from central Montana into northeast Nevada and western Utah with strong winds in southern Nevada/California and northwest Arizona. A-3645/S-2476 Requires ammunition sales and transfers be conducted as face-to-face transactions.
A-3646/S-2474 Establishes a regulatory system to govern the sale and transfer of ammunition.
A-3653 Criminalizes purchasing or owning weapon if person has previous conviction of unlawful possession of weapon.
A-3659 Revises definition of destructive device to include certain weapons of 50 caliber or greater.
A-3664 Reduces lawful maximum capacity of certain ammunition magazines in New Jersey.
A-3666/S-2465 Prohibits mail order, Internet, telephone, and any other anonymous method of ammunition sale or transfer in New Jersey.
A-3667 Requires mental health screening by licensed professional to purchase a firearm.

“HONG KONG — The state news agency in China, the official voice of the government, has called for the United States to quickly adopt stricter gun controls in the aftermath of the shooting rampage in Connecticut that left 28 people dead, including 20 schoolchildren. According to the state medical examiner who was overseeing autopsies of the children, all of them had been hit multiple times. At least one child had been shot 11 times. All of the children were in the first grade. “Their blood and tears demand no delay for U.S. gun control,” said the news agency, Xinhua, which listed a series of shootings this year in the United States.” Read more here…
“On Monday morning, August 30, 2010, Thomas Richard Cowan loaded 13 bullets into two handguns, left his German shepherd chained to the fence and drove eight miles from his home in Kingsport to Sullivan Central High School. Whatever his mission, it was the 62-year-old Vietnam veteran’s final drive. For about an hour, Cowan’s armed invasion spread panic throughout the school before a burst of officers’ gunfire brought him down. No others were injured. No one knows why Cowan pointed his Honda in the direction of the Blountville, Tenn., high school, where his brother is a janitor. He is described – in court records and interviews – as a peculiar man with a history of erratic, sometimes criminal, behavior and a deep suspicion of the government. Read more here..

=> Flu season has Boston declaring health emergency (via Boston.com)
BOSTON (AP) — Boston declared a public health emergency Wednesday as flu season struck in earnest and the state reported 18 flu-related deaths so far.
The city is working with health care centers to offer free flu vaccines and hopes to set up places where people can get vaccinated. The city said there have been four flu-related deaths, all elderly residents, since the unofficial start of the flu season Oct. 1.
‘‘The best thing you can do to protect yourself and your family is to get the flu shot,’’ said Boston Mayor Thomas Menino.
The city was experiencing its worst flu season since at least 2009, Menino said, with about 700 confirmed cases of the flu, compared with 70 all of last season.
Massachusetts was one of 29 states reporting high levels of ‘‘influenza-like illness,’’ according to the most recent weekly flu advisory issued by the Centers for Disease Control and Prevention. Read More Here…

=> Cases of Influenza in U.S. Highest Since 2009 (Source: CDC PDF)
Boston’s Mayor declared a public health emergency this week as influenza cases reached numbers 10 times higher than they were in the entire 2011-2012 season. Hospital emergency departments from Maine to North Carolina are being overwhelmed and many are limiting visitor access to try to minimize flu spread. Emergency services personnel come into contact with large and varied segments of the population and therefore are more likely to be exposed to the virus. Some preventative and planning actions to take:
- The Centers for Disease Control and Prevention (CDC) recommends all health care workers get vaccinated;
- Vaccinations are advised for all other emergency personnel;
- Symptomatic personnel should not report for work, reducing virus spread;
- Departments should consider the possibility of absenteeism due to illness and plan accordingly;
- Review infection control methods in place and fill any gaps;
- Remind personnel to get the flu vaccine yearly as the flu strains and vaccines change, and immunity declines over time.
The CDC maintains a Web site for seasonal flu and already has many resources available to the general public and medical professionals including maps, interactive surveillance data, prevention tips, and treatment options. Read More Here…
Science news, that you might want to be aware of…
Astronomers are gearing up to observe asteroid Apophis, which will come to within 0.1 A.U. (14,450,000 kilometers; 8,980,000 miles) of Earth on Wednesday, January 9, 2013, and which will come close again in subsequent years with an extremely remote possibility of striking Earth in 2036. In late 2012 and early 2013, Apophis has been observable using both optical and radar equipment. The data collected around now are expected to make possible a significant improvement in our understanding of the orbit of Apophis and remove any possibility for an Earth impact on April 13, 2036. However, as David Helfand of Columbia said when EarthSky interviewed him in 2010 on killer asteroids, the risk from Apophis is already essentially zero. Read more here…
When asteroid 99942 Apophis was discovered in June 2004, initial analyses of its trajectory suggested a small chance that it could collide with the Earth in the year 2029, causing an explosion equivalent to 1480 megatons of TNT–nearly 30 times larger than the biggest hydrogen bomb ever detonated. But later observations gave astronomers a better view of the object, and made it clear that the likelihood of a collision was so small as to be negligible.
But scientists have kept an eye on the object for research purposes, and this morning, officials at the European Space Agency announced that the Herschel Space Observatory has determined Apophis to be even bigger than expected: about 325 meters wide, or 20% larger than previous estimates.
Apophis is currently on the part of its journey through the solar system that takes it near Earth; this close encounter gives astronomers a chance to collect additional data about the comet’s path. The ESA now believes that the asteroid will pass within 36,000 km of Earth’s surface in 2029. That’s inside the orbits of geostationary satellites, and close enough to be visible to the naked eye. The massive earthquake that walloped Japan nearly two years ago is still bringing some unfortunate news. The quake happened in an area where it was assumed it shouldn’t–and a new model shows how the type of fault involved can turn destructive, seismologists say. That number is not expected to come down much without a significant improvement in the unemployment picture.
Even worse, according to The Chronicle of Higher Education,
The number of people with graduate degrees — master’s degrees and doctorates — who have had to apply for food stamps, unemployment or other assistance more than tripled between 2007 and 2010. Of the 22 million Americans with master’s degrees or higher in 2010, about 360,000 were receiving some kind of public assistance, according to the latest Current Population Survey released by the U.S. Census Bureau in March 2011.
The country’s top taxpayer advocate urged Congress on Wednesday to simplify the tax code, saying it is the most serious problem facing taxpayers and that individuals and businesses spend about 6.1 billion hours annually complying with tax-filing requirements.
The analysis and recommendation are included in the 2012 report to Congress by the national taxpayer advocate, the IRS’ internal watchdog.
“The existing tax code makes compliance difficult, requiring taxpayers to devote excessive time to preparing and filing their returns,” tax advocate Nina Olson wrote in the 756-page report to Congress. “And it undermines trust in the system by creating an impression that many taxpayers are not compliant, thereby reducing the incentives that honest taxpayers feel to comply.” Read More Here…

Washington, D.C., February 21, 2006 – The CIA and other federal agencies have secretly reclassified over 55,000 pages of records taken from the open shelves at the National Archives and Records Administration (NARA), according to a report published today on the World Wide Web by the National Security Archive at George Washington University. Matthew Aid, author of the report and a visiting fellow at the Archive, discovered this secret program through his wide-ranging research in intelligence, military, and diplomatic records at NARA and found that the CIA and military agencies have reviewed millions of pages at an unknown cost to taxpayers in order to sequester documents from collections that had been open for years. => Predictive Policing Forecasts Crime That Officers Then Try to Deter (via nbclosangeles.com)
At a growing number of Los Angeles Police Stations, during roll call, every patrol officer is handed a mission map marked with one or more small squares. Each square denotes a real location in the officer’s patrol area, 500 feet by 500 feet, in which a computer algorithm predicts a crime is going to take place that day.
Between responding to radio calls and emergencies, officers are expected to spend time “in the box” to deter the predicted crime.

Vice President Biden was preparing to meet Thursday with the National Rifle Association to hear their side of the gun-control debate, but was already facing stiff criticism after claiming the White House could use “executive orders” to address new restrictions.
Republican lawmakers ripped Biden after the suggestion that the administration might go around Congress to implement some, yet unnamed, provisions.
“Vice President Biden would do well to read the 2nd Amendment and revisit the meaning of the phrase ‘shall not be infringed,'” Rep. Steve Scalise, R-La., said in a statement. “Bypassing Congress to implement radical policies is never acceptable.” Read More Here…

CONSERVATIVE Republican Brett Joshpe thinks the Republican Party has to embrace “sensible gun control” or pay a price at the ballot box. “Gun advocates will be hard-pressed to explain why the average American citizen needs an assault weapon with a high-capacity magazine other than for recreational purposes,” he writes. Kevin Williamson calls Mr Joshpe’s reasoning “soft-headed”:
The purpose of having citizens armed with paramilitary weapons is to allow them to engage in paramilitary actions. The Second Amendment is not about Bambi and burglars — whatever a well-regulated militia is, it is not a hunting party or a sport-clays club. It is remarkable to me that any educated person — let alone a Harvard Law graduate — believes that the second item on the Bill of Rights is a constitutional guarantee of enjoying a recreational activity. There is no legitimate exception to the Second Amendment for military-style weapons, because military-style weapons are precisely what the Second Amendment guarantees our right to keep and bear. The purpose of the Second Amendment is to secure our ability to oppose enemies foreign and domestic, a guarantee against disorder and tyranny.

Two men seen walking down a Portland street armed with assault rifles told police they were exercising their Second Amendment rights and hoping to educate the public on gun rights.
Several calls were made to 911 on Wednesday afternoon, with alarmed residents reporting two men with guns strapped to their backs walking through the area of Southeast Seventh Avenue and Spokane Street in Portland’s Sellwood neighborhood.
When police arrived on the scene, they found two 22-year-old men carrying rifles openly on their backs. The two were also holding valid concealed handgun licenses in Oregon, according to Fox affiliate KPTV. Read More Here…

Following months of congressional pressure, the Transportation Security Administration has agreed to contract with the National Academy of Sciences to study the health effects of the agency’s X-ray body scanners. But it is unclear if the academy will conduct its own tests of the scanners or merely review previous studies.
The machines, known as backscatters, were installed in airports nationwide after the failed underwear bombing on Christmas Day 2009 to screen passengers for explosives and other nonmetallic weapons. I’ve been aware of Duncan Long’s writings for many, many years. I found a couple of his books way back in the 90’s, at used book stores I used to frequent. These found tomes, on survival and related topics, were some of the first I came across when I started to build my own personal hard copy survival and preparedness library. In the succeeding years, my library spread to hundreds and hundreds of books, with dozens on those basic and most feared worries, such as Hoag’s ‘No Such Thing as Doomsday’ or Dr. Clayton’s ‘Life After Doomsday‘ books.
With this new book (or ebook…I read it on my Kindle), Long has set a very high standard for information on every aspect of staying safe and alive, and much needed collections of pure survival data…for those who actually study, and worry, about the Big Threats in the realm of the possible (you know, nuclear terrorism, real pandemics, traumatic injuries, etc., etc.).
This book is packed with succinct, concise, and applicable solutions . Things as simple as being able to make drinking water, and how to maintain, gather, and prepare, are so apparent and become so vivid, that it will have you thinking about things in a very diligent and responsible manner. The topics cover the entire spectrum of survival, preparedness, wilderness living, terrorist threats, NBC preparedness, every natural disaster, first aid, food storage, sheltering, dealing with crime, medical needs, and so many more areas you truly need to consider in your life. And yes, there is even a full chapter on nuclear blast survival. Guns and self defense, fallout, riots, legal issues, insurance and the like are also on the platter of cogent and solid background research.
Unlike nearly every other survival resource book on the market, this one has only one picture (the cover), no charts, no forms, not much of anything, except the Full Monty of text based information. You’ll have to actually read this book. Preferably, before you need to apply the information within. And here’s the thing. Currently, the book is only available for the Kindle. However, Amazon makes available readers for just about any electronic device out there. I can read this book, and keep it handy, on my Kindle, my laptop, my desktop, and even my 8 gigabyte 2nd generation iPod Touch. Why? This book is a fantastic reference for all the things I’d want to know before a desperate situation arises, or, when something bad has just happened. Having it on my iPod, means it’ll fit in my pocket, and be accessible in mere seconds. According to Duncan, a real book version should be available in the first half of 2013.
Overall, a good and solid resource. Long’s style of writing is easy to digest, and his personal experiences on several of the topics help provide clarity and ambiance to what most people might consider at times the equivalent of pulp fiction. You should be concerned about our current society, fiscal issues, political foibles, and everyday recession problems. At the same time, you need to be aware of factual, usable, and applicable survival skills and content on a vast array of normal, everyday threats. This book is that resource. I highly recommend you take a few moments and grab yourself your very own copy. At less than $3 on Amazon, it just might be the best money you’ve ever spent.
