Regarding Civil Unrest..
There is much buzz going on in too many places to assume that the government
does NOT expect REAL civil unrest, for any number of reasons, in the near or distant future. Look at rioting in places such as Fresno, Seattle, the NCAA Playoffs, and so forth. National Guard, Naval officers being trained
for land duty in this area of expertise, FEMA and Red Cross, state and larger
municipal government entities...references to these groups keep coming up on many different
lists, both simple lists such as a topica or onelist, which anyone can make,
to governmental backed lists such as FEMA and other ones.
I have in my hot little hands right now a 91 page full size booklet I received

"Concerned about the possible escalation in the incidents of riots and other
forms of civil unrest and about the ability of firefighters to deal effectively
with such situations in the context of the 1990s, the U.S. Fire Administration
(USFA), in cooperation with the Federal Emergency Management Agency (FEMA),
assembled a task force in June 1992 of the nations leading fire chiefs, who
were later joined by their police counterparts,
"The newly formed Task Force on Civil Unrest convened a series of meetings
over the next seven months to analyze the May 1992 Los Angelese civil disorders
and to share what proved to be valuable experiences in dealing with civil
unrest, from the viewpoints of both fire and police agencies. The Task Force
was successful in reaching its goal--to formulate a plan of joint action
to combat civil unrest in the U.S. today."
Who's it for?
It is for fire and police departments all over the country, who may at some
point have to deal with the problem of civil unrest.
Why would it be needed?
The LA riots were the latest and most costly riots in this nation's history,
resulting in destruction of property worth over $1 billion. Y2k and its myriad
possible areas of disruption opens up the doors for civil disturbances all
over the nation because of food, water, power, income and other problems,

Is it for real?
Yes, it is. One of the reasons for government in the first place is to protect
the citizens of that town, city, county, or state. Taxes are taken from us,
and one of the uses is to prepare plans to deal with future reoccurances
of past events, problems, or disasters, to lessen the loss in life or property.
This particulart report deals with the particular aspect of RIOTS, which
have occured many times in this nations long history. The goal is to LESSEN
the loss of life, property, or liberty in future unrest by being aware of
what CAN happen. This includes the life of the paid emergency responder,
as well as the lives of the citizen, or family, or victims in this kind of
situation.
Should I worry?
About civil unrest? Yes. It WILL happen again, especially because of Y2k
and its implications. About this report? No. It's simply information to save
time and lives in future events. About the government using this report or
its info to bring on Martial Law? I don't think so. Again, this is strictly
a REPORT, containing guidelines, RULES, and specific info regarding use of
federal assistance.

What does it cost?

No, and a search thruout the entire FEMA website showed absolutely NO hits
regarding "civil unrest".
