Title Survival of the relocated population of the U. S. after a nuclear attack. Final report
Creator/Author Haaland, C.M. ; Chester, C.V. ; Wigner, E.P.
Publication Date 1976 Jun 01
OSTI Identifier OSTI ID: 7361159
Report Number(s) ORNL-5041
DOE Contract Number W-7405-ENG-26
Resource Type Technical Report

Subject 45 MILITARY TECHNOLOGY, WEAPONRY, AND NATIONAL DEFENSE; CIVIL DEFENSE; PLANNING; FOOD; TRANSPORT; HUMAN POPULATIONS; RADIATION PROTECTION; SURVIVAL TIME; LOCAL FALLOUT; NATIONAL DEFENSE; NUCLEAR WEAPONS; FALLOUT; POPULATIONS; WEAPONS
Description/Abstract The feasibility of continued survival after a hypothetical nuclear attack is evaluated for people relocated from high-risk areas during the crisis period before the attack. The attack consists of 6559 MT, of which 5951 MT are ground bursts on military, industrial, and urban targets. Relocated people are assumed to be adequately protected from fallout radiation by shelters of various kinds. The major problems in the postattack situation will be the control of exposure to fallout radiation, and prevention of severe food shortages to several tens of millions of people.

Description/Abstract A method is described for enabling Emergency Operating Centers (EOCs) to estimate nuclear fallout casualties (fatalities and injuries) during and after nuclear attack without the aid of computers. This method is compatible with the current manual method for estimating initial weapons effects. The new technique requires that the EOCs have information on nuclear detonations and upper wind conditions and that they have maps, a protractor, map overlay material, grease pencils, worksheets, and pencils. In addition, they will need two tables of data and a fallout casualty (FC) template, all supplied in this report. Five steps are involved in the estimation of fallout casualties for an area: sketching fallout wind streamlines on a map overlay; plotting locations of nuclear detonations and their fallout streamlines; measuring crosswind and upwind distances to detonation points from the point of interest; reading radiation exposure tables and summing the contributions from different weapons to obtain the exposure at that point; and using the FC template with the protection factor profile for the area to estimate fatalities and injuries. The tables of radiation exposure are based on a modified Weapons Systems Evaluation Group-10 (WSEG-10) fallout model. The table of county protection factor profiles (PFPs) assumes a Community Shelter Plan (CSP) posture.

Notice: Seeing a malware warning?

A few friends have reported seeing a Malware warning pop up when visiting the SurvivalRing homepage. I have a screen capture of the specific malware warning in question, but have NOT been able to find the offending code pointing to a *.in address. And, neither has Google. Check out this link, a Google tool that shows regular malware checking visits DIRECTLY by Google scanning systems. http://www.google.com/safebrowsing/diagnostic?site=http://www.survivalring.org I will keep researching, and checking source code for the foreseeable future, until I can track down this intermittent issue. If you DO happen to see a warning, please make note of any specifics that might help me find the problem and make it go away. Thanks, Rich

New Download - Shelter From Fallout - 1961 OCDM

Shelter from fallout (rev.)

Author(s): Callahan, Emerson D., Coombe, J. R., and Rosenblum, L. ; Office of Civil Defense and Mobilization.
Description: 103 p. (rev.).
Publication Data: Burlington, MA : Technical Operations. April 7, 1961
Identifier/s: Misc. No.: CDMSR5933/ Misc. No.: TOB6030/ Accession No.: 52122
Type of Item: (REPORT) REPORT
PDF url: URLs are tested and verified at time of data entry. handle.dtic.mil/100.2/AD276392 (4mb)
Subjects: 1. CIVIL DEFENSE 2. CIVIL DEFENSE 3. FALLOUT SHELTERS 4. NUCLEAR WARFARE 5. RADIATION EFFECTS
Summary/abstract:
  • This report summarizes the results of a survey of the existing fallout shelter potential in basements and mines in the United States, and in boats on bodies of water of sufficient size and depth. Also presented is an analysis of the design, construction, and habitability of a minimum-type, improvised home basement family fallout shelter, and the shelter potential in an actual suburban community in the Northeast.
  • The survey shows that about 60% of the population in the U. S. would have access to basement shelter, with the figures ranging from better than 80% in OCDM Regions 1, 2, and 4 to less than 20% in Regions 3, 5, an 7. Mine shelter could be an important shelter resource for two to four million people in some 16 states, including West Virginia, Illinois, Michigan, Missouri, Kansas, Oklahoma, and New Mexico. Shelter in covered boats on lakes, rivers, and the ocean is likely to provide the best available means of protection for several million people, particularly in the states of New York, Delaware, Maryland, Virginia, Florida, Louisiana, California, Oregon, and Washington.
  • A family-size, sand-bag fallout shelter can be readily constructed in the basement corner by one person for a materials' cost of about $60. The shelter, which offers a protection factor of 100 against outside radiation levels, can be assembled in an hour if the materials are suitably stored along the basement walls, and realistic excursion schedules appear possible after two days even in the heaviest fallout areas.
  • A survey of public and private buildings in a typical northeastern suburban city of 25,000 population indicated that the basements of schools, churches, and other large buildings do not offer significantly better protection that that of the average home basement (i.e., about a factor of 20). In terms of the number of people per state who do not have even remote access to any fallout shelter (including home basements), the four most needy states are California, Texas, Florida, and Georgia.
